AUDIO: New rules on face-to-face fundraising

New rules on what face-to-face fundraisers, also known as chuggers, can and cannot do are being implemented.
Ian MacQuillin, spokesperson for the Public Fundraising Regulatory Association, explains that the new rules are not in response to any particular issues that were raised in the public domain.
He told the Today programme's Simon Jack that people should not "feel guilty" about not giving.
"It's a personal choice, if you don't want to give... walk on past," he said.
